No person, firm or corporation shall conduct or engage in the business of taxicab, hackman, cabman or operating a public passenger vehicle for hire, other than a bus operating on a fixed route, and other than a school bus transporting passengers under contract or arrangement with a school district, without first obtaining a license therefor, as herein provided. The picking up of any passengers for hire within the village limits shall constitute the conducting of and engaging in such business. Every person, firm or corporation conducting such business shall comply with the provisions contained herein.
