No person other than the service station owner or an authorized employee shall use or operate any motor fuel dispensing equipment at any service station except at service stations which hold a current and valid self-service station permit issued pursuant to this subchapter by the Village President and Board of Trustees. No owner or attendant of a service station shall permit any person to violate the provisions of this subchapter.
