(A) The Itasca Police Department shall ensure that each retail vendor of alcoholic beverages is inspected for compliance on an annual basis. Such inspections shall be performed at reasonable times and in a reasonable manner. It shall be unlawful for any licensee to hinder compliance inspection in any manner.
(B) It shall not be a violation of this chapter for the Itasca Police Department or other law enforcement agency to use persons under the age of 21 to purchase alcoholic beverage products for the purpose of monitoring compliance with this section, if those underage persons are supervised by personnel of the Itasca Police Department or other law enforcement agency and the consent of a parent or guardian has been obtained.
(C) The Chief of Police or his or her designee is to report to the Local Liquor Control Commissioner any violation of this chapter by a license holder.

§ 112.30 CORKAGE LICENSE RESTRICTIONS.
A Class “H” corkage license shall be subject to the following conditions:
(A) Each applicant for a Class “H” corkage license must meet all conditions in this chapter required of other license applicants.
(B) No more than 750 milliliters of wine per patron over the age of 21 shall be permitted to be uncorked.
(C) Only patrons seated at tables or booths shall be permitted to consume wine that has been provided by the patron.
(D) Wine may only be consumed by individuals who order and are served a meal by the licensee.
(E) Every container of wine brought onto the premises by a patron must be opened by licensee personnel at least 21 years of age.
(F) It shall be unlawful for any patron to leave the premises with a partially consumed container of wine unless it is securely sealed by licensee personnel prior to removal from the premises and placed in a transparent onetime use tamperproof bag, as required by state law.
(G) Wine may not be uncorked by restaurant personnel between the hours of 12:00 midnight and 12:00 noon.
(H) Possession and/or consumption of alcoholic liquor by any person under age 21 is prohibited.
(I) Licensees at their discretion may charge corkage fees.
