No person shall conduct or cause to be conducted any test or demonstration of any alarm system or signaling device that is directly connected to the Police Department Emergency Communications Center without first obtaining permission from the Police Department Emergency Communications Center personnel. Permission to test shall not be required when the alarm system or signaling device is connected to an intermediary receiver and is not relayed to the Police Emergency Communications Center.
