The Village Administrator shall be the administrative officer of the village and be responsible to the Village President and Village Board for the proper administration of all affairs of the village. To that end, the Village Administrator shall have power and shall be required to:
(A) See that all laws and ordinances of the village are duly enforced.
(B) Attend all meetings of the President and Board of Trustees, unless excused by the President, and give the corporate authorities all information possible on matters under consideration. The Village Administrator shall be responsible for preparing the agenda for all regular and special meetings of the Village Board and shall be entitled to notice of all regular meetings of the Village Board.
(C) Recommend to the President and Board of Trustees, adoption of such measures deemed necessary or expedient for the health, safety or welfare of the community or for the improvement of administrator services.
(D) At the request of the President and Board of Trustees, recommend officers of the village who are required to be appointed and recommend the removal or suspension of any such officer to the President and Board of Trustees when such removal or suspension will be consistent with the best interests of the village. All recommendations for appointments or removal shall be based upon merit and upon qualifications or disqualifications of such officer without regard to political belief or affiliations.
(E) Supervise the appointed officers and employees of the village. All persons shall perform their duties subject to direction of the Administrator, except as otherwise provided or required by statute or ordinance. At the request of the President or Board of Trustees he or she shall make reports to the President and the Board concerning the activities of village officers or employees.
(F) Recommend to the President and Board of Trustees the hiring, suspension or discharge of all employees of the village; except that this authority shall not extend to the Village Clerk or to sworn personnel of the police department.
(G) Settle questions as to the respective powers or duties of any appointed officer of the village and have such power to delegate to any such officer any duty which is to be performed when no specific officer has been directed to perform the duty.
(H) Supervise and coordinate the work of all departments of the village.
(I) Set the salary for all non-represented village employees, with the exception of department heads, in accordance with the village’s compensation policy.
(J) Recommend to the President and Board of Trustees, the creation, consolidation and combining of offices, positions, departments or units of the administrative and executive departments of the village.
(K) Monitor the affairs of the village or any department or division thereof. Investigate or provide for the investigation of all complaints in relation to matters concerning the administration of the government of the village, including oversight of service maintained by the public utilities in the village, and to oversee that all franchises, permits or privileges granted by the village are faithfully observed.
(L) Supervise the purchase of all materials, supplies and equipment for which funds are provided in the budget; let contracts for operation and maintenance of village services for amounts up to and including $50,000; receive bids for purchases or contracts in excess of $50,000; and advise the Village Board on the advantages or disadvantages of the contract or merchandise on which such bids have been received. No purchase shall be made, contract let or obligation incurred for any category or commodities or services which exceeds the current budget category within each department's or activity's budget without a supplemental amount being budgeted by the Board. No purchase, acquisition, construction or other contract or any increase to an existing contract of any type shall be made in excess of $50,000 except by approval of the Village Board. The Village Administrator may issue such rules governing purchasing procedures within the administrative organization as the President and Village Board shall approve.
(M) Prepare, or cause to be prepared for the President and Board of Trustees on or before May 1 of each year, a budget report indicating the funds necessary to defray the estimated expenses of the village for the next fiscal year; prepare or cause to be prepared the annual appropriation ordinance for consideration and enactment and prepare or cause to be prepared for consideration and enactment the annual tax levy. For the purpose of preparing the aforesaid budget report and ordinances, the Village Administrator may require all officers and employees to submit statements of the conditions and expenses of their respective offices or departments; a description of all unperformed contracts; and a statement of all unexpended or unexpired appropriations of the preceding year.
(N) Submit to the President and Board of Trustees, promptly following the end of the fiscal year, a report on the activities of the village for said fiscal year.
(O) Devote full time to the duties of Village Administrator and shall not engage in any other employment without the written consent of the Village Board.
(P) Perform such other lawful duties as may be required by resolution, ordinance or direction of the President and Board of Trustees.
