§ 30.106 APPOINTMENT AND SELECTION.
   The Village Administrator shall be appointed by the President, with the advice and consent of the Board of Trustees, for such term as determined at the time of his or her appointment or by contract or as otherwise provided by law. The Village Administrator shall be chosen solely on the basis of executive and administrative qualifications with special reference to actual experience in, and knowledge of, accepted practices with respect to the duties of his or her employment as set forth herein and in the current job description as established by the Village Board. Requirements and qualifications are hereby declared to be such as requiring technical training and knowledge.
   (A)   Review Committee. A Review Committee consisting of the President and at least four Trustees shall oversee and determine an appropriate selection process to assist the Village President in selecting a qualified nominee for appointment as Village Administrator.
   (B)   Letter of conditions of employment. A letter of conditions of employment shall further define and explain conditions of employment between the Administrator and the Village of Itasca, but may not override, circumvent or subvert any portion of this subchapter. Any appointment of an individual to the position of Village Administrator shall be dependent upon the individual's acceptance of the terms of a letter of conditions of employment. The letter of conditions of employment shall be presented to the applicant by the Village President.
   (C)   Residency. The Village Administrator shall reside either within the Village of Itasca or within a reasonable distance as defined in the letter of conditions of employment. The Village Administrator shall be granted one year from the date of employment to comply with the terms of this section or be subject to dismissal.
   (D)   Vacancy. In the event of a temporary absence or disability of the Village Administrator, or in the event the position of a Village Administrator becomes vacant for any reason, the Village President shall appoint an acting Village Administrator with the advice and consent of the Board of Trustees.
   (E)   Certificate of office. Upon appointment of the Village Administrator, the Village President and Village Clerk shall issue the appropriate certification designating the individual as holding the appointed position of Village Administrator of the Village of Itasca.
