Pursuant to applicable laws, the Director of Community Development shall have the power to make or cause to be made an entry into any building or premises where the work of altering, repairing or constructing of any building or structure is going on, for the purpose of making inspections, at any reasonable hour, but only with the prior consent of the owner of said building or premises or pursuant to an administrative warrant issued by a court of competent jurisdiction.
