After five days following the written notice and the owner or other person fails to remove or dispose of said inoperable vehicle, the Chief of Police or any person designated by the Chief is hereby authorized to enter onto private real property and remove any inoperable vehicle which reasonably appears to be in violation of the provisions of this chapter.
