(A) If an operable vehicle does not display any current license or registration plates or decals from which the last known owner may be determined in a reasonably expeditious manner, notice shall be conspicuously posted on the windshield of such vehicle and, in addition, shall also be sent certified by U.S. Mail to the person or persons in control of the property on which such inoperable vehicle sits.
(B) If the inoperable vehicle displays any current license or registration plates or decals from which the current or last known owner may be determined in a reasonably expeditious manner, such notice shall be conspicuously posted on the windshield of such inoperable vehicle and, in addition, shall also be sent certified by U.S. Mail to the current or last known owner or to the person or persons in control of the property on which such inoperable vehicle sits.
(C) Such notice shall advise the owner(s) of the legal or factual basis for the presumption of abandonment and of the opportunity to be heard on the propriety of the pending impoundment.
