All persons having control of any inoperable motor vehicle shall dispose of same within five days after receipt of written notice or within five days after posted notice from the village authorities, or from the Chief of Police or any member of the Police Department designated by the Chief of Police, commanding the disposition of such inoperable motor vehicle, and removal of same.
