For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
INOPERABLE MOTOR VEHICLE.
Any motor vehicle from which for a period of at least 30 days the engine, wheels or other parts essential for the its safe operation have been removed, altered or damaged, thereby making the vehicle incapable of being driven under its own power or unsafe for operation on the streets and highways of this state due to its inability to comply with the Illinois Vehicle Code. Any motor vehicle having an expired license registration for more than 30 days or that is without a current village sticker for a similar time period, may be considered an
INOPERABLE MOTOR VEHICLE
for the purposes of this chapter.
INOPERABLE MOTOR VEHICLES
shall not include any motor vehicles that are kept within enclosed buildings.
MOTOR VEHICLE.
Any wheeled vehicle that is, or is intended to be, operable as a self-propelled vehicle.
PROPERTY.
Any real property within the village which is not a street or highway.
