It shall be the duty of the Human Relations Commission to receive and investigate complaints charging unfair real estate practices, and seek conciliation of such complaints, seek compliance by violators, hold hearings, make findings of fact, issue recommendations and publish its findings of fact and recommendations in accordance with the provisions of this chapter.
