The owner of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purposes situated within the village and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located any public sanitary sewer of the village, is hereby required at his expense to install suitable toilet facilities therein, and to connect such facilities directly with the public sanitary sewer in accordance with the provisions of this chapter, within 90 days after date of official notice to do so, provided that said sewer is within 400 feet of the property line; however, no connections shall be made to the public sanitary sewer unless the sewage treatment plant has sufficient available capacity for such connections in accordance with allowable loads and effluent limitations of the NPDES permit for the treatment works.
