For purposes of fundamental fairness, compliance with the Act and to protect the public interest, the Village Board, by majority vote of the members present and voting, may waive any of the rules and procedures stated herein, except to the extent such waiver results in non-compliance with any of the procedural or notice requirements of the Act.
