§ 100.04 PROCEDURES TO SUBMIT DOCUMENTS WITH THE VILLAGE CLERK.
   (A)   Optional compliance review prior to submitting the application. The applicant may, at its option, submit information to the Village Administrator prior to submitting the siting application to the Village Clerk pursuant to division (B) below, for review by the Village Administrator as to the compliance of the application with this chapter. This review shall not be for the purpose of making any determination on the criteria set forth in ILCS Ch. 415, Act 5, § 39.2. The purpose and intent of this section is to, among other things, avoid amendment of an application and delay of the hearings because of non-compliance with this chapter and, in particular, Appendix A, which is attached to Ordinance 2088-23 and incorporated herein by reference as if set out in full. The Village Board shall not consider this compliance review in making its final determination on whether to approve or deny the application submitted to the Village Clerk. By the Village Administrator performing this compliance review, the Village Board has not consented to, concurred in or objected to the proposed plans of an applicant to develop, construct and operate a facility, and nothing in the Village Administrator's review, compliance comments, or compliance determination shall be deemed by the applicant, the village, other public agencies, or the public to indicate that the village has adopted any position on the potential development of the facility. The date the compliance review documentation is submitted by the applicant is not considered the filing date of the application under division (B).
   (B)   Filing of the application. The applicant shall deliver to the Village Clerk for filing an application containing at least the information requested in Appendix A that is relevant to the type of pollution control facility sought in the application. The applicant shall submit one original in paper form; 20 paper copies; and 30 USB flash drives containing digital copies formatted in Adobe/pdf of the application and, upon receiving the Application, the Village Clerk shall do the following:
      (1)   Accept for filing and date stamp as received the original and hard copies of the application that are received with the siting deposit as provided in § 100.05. The date on the stamp of the Village Clerk shall be considered the official filing date for all time limit purposes.
      (2)   Make available the copies of the application to the following parties in the following numbers: one copy to each Village Board Trustee; one copy to each attorney hired to represent the Village Board and village staff; and one copy to the Hearing Officer. The original application and at least one paper copy and one USB/flash drive copy shall be maintained by the Village Clerk.
   (C)   Submittal of other documents. The Village Clerk shall maintain all documents presented to her on or after the date of the filing of the application, unless otherwise required by law.
   (D)   The Village Clerk shall make available a copy of the public record for public inspection during the normal business hours of the Village Clerk's Office. Additionally, the Village Clerk shall provide to any person so requesting, copies of the application or the public record, upon such person's payment of the actual cost of reproduction.
