(A) Any person found guilty of violating any provision of this chapter shall be fined not less than $30 and no more than $750.
(B) An offense committed by a minor under the direct control of or with the consent of a parent or guardian may subject the parent or guardian to the penalties provided in this section. The police shall have the authority to either impound or immediately release the personal vehicle to a parent or guardian.
