(A) A fee shall be charged for all public hearings under the ordinances of the village in the amount of $50 each, which is exclusive of publication or any other costs.
(B) The petitioners or applicants for public hearings shall further pay the costs of publication made necessary by or incident to such public hearings and notice thereof, which charge is in addition to that made under division (A).
(C) All hearing fees and publication costs shall be paid to the village prior to any final action.
