(A) (1) A simple majority of the total membership of a Planning Commission as established by regulation or agreement shall constitute a quorum.
(2) A simple majority vote of all members present where there is a properly constituted quorum shall be necessary to transact any official business, except that a vote of a simple majority of the total membership shall be necessary for the adoption or amendment of the Commission’s bylaws for elements of the comprehensive plan or regulations.
(B) A member having a financial interest in the outcome of any question before the body shall disclose the nature of the interest and shall disqualify himself or herself from voting on the question, and he or she shall not be counted for the purpose of a quorum.
(C) Any member of a Planning Commission who fails to notify the Commission of his or her financial interest in a question called to vote, shall have his or her voting qualifications judged by the Commission as to his or her amount of interest in the questions and his or her right to vote on it.
