SCHEDULE IV. PARKING METERS AND VENDING OF PRODUCE AND/OR MERCHANDISE.
   (A)   It shall be unlawful for any person to vend produce and/or merchandise from vehicles at parking meter locations within the downtown district of the city, the district being an area bounded on the north by Old Richmond Road, on the south by the Kentucky River, on the west by Collins Street and on the east by Estill Avenue, except that it shall be lawful to do so, subject to compliance with applicable occupational license tax regulations of the city, on the north side of River Drive between Estill Avenue and Main Street.
   (B)   Violation of this restriction shall constitute a misdemeanor, and any person convicted of violating this restriction shall pay a fine in an amount not less than $20, and not more than $50 for each violation, or shall be confined in the county jail for a term not to exceed 30 days. Each day in which any violation shall continue shall be deemed a separate offense, and continued violation on the same date, after an arrest has been effected, shall be deemed to be a separate offense.
   (C)   Any person violating this restriction shall become liable to the city for any expense, loss or damage occasioned the city by reason of the violation.
