(A) KRS 83A.130(5) provides that the Council may, by ordinance, select one of its number to preside at meetings of the Council in absence of the Mayor.
(B) The Council deems it in the best interest of the city to provide for a Mayor Pro Tempore to preside at Council meetings in absence of the Mayor.
(C) It has long been tradition for the Council member receiving the highest number of votes to serve as Mayor Pro Tempore.
(D) The Mayor Pro Tempore has full authority to preside over Council meetings in the absence of the Mayor and to sign all ordinances passed during those meetings.
