§ 51.03 MONTHLY SEWER SERVICE RATES.
   (A)   (1)   Monthly sewer service rates, based upon quantities of water provided to the premises, as shown by monthly water meter readings made next after passage and publication of this chapter for property within the cities of Irvine and Ravenna, Kentucky and as may be set from time to time by the City Council.

      (2)   Monthly sewer service rates, based upon quantities of water provided to the premises, as shown by monthly water meter readings made next after passage and publication of this chapter for property within the cities of Irvine and Ravenna, Kentucky and as may be set from time to time by the City Council.
 
Non-Owner (Outside City of Irvine and Ravenna)

      (3)   The Irvine Municipal Utilities shall, in January of each year, review and consider adjustments to the user charge schedules for the wastewater services. Revisions shall be based upon the United States Department of Labor Consumer Price Index (CPI) for the calendar year ending December 31 of the preceding year. Any adjustments to the wastewater user charges shall be recorded in the minutes of the Irvine Municipal Utilities and shall state the basis of any adjustments to the user charges.
      (4)   Adjustments to the wastewater charges shall not be greater than 3% in any one year. Adjustments in excess of 3% in any one year shall require in addition to that of the Irvine Municipal Utilities the approval of the City Council.
      (5)   The adjustments to the wastewater user charges shall be legally advertised one time in the Citizen Voice and Times or other publication in which legal publications for the city are made and which shall become automatically effective July 1, 2010 and March 1 of each succeeding year in which the findings are made. The decision of the Irvine Municipal Utilities shall carry full force of ordinance as if considered and ordained by the City Council. The Irvine Municipal Utilities shall notify the City Clerk/Treasurer of the changes by July 1, 2010 and by March 1 of each succeeding year.
   (B)   (1)   Bulk wastewater treatment to County Water District.
