All persons discharging wastewater into the sewerage system shall be charged for the use of the facilities. The charges shall be assessed monthly either by class of user or by quantity and quality of wastewater, at the discretion of the city, and shall be a combination of debt service charge and user charge as described in § 50.082 of this chapter.
