For each connection to the public sewer a tap in fee of $150 shall be paid to the Irvine Municipal Utility with the application for a building sewer permit. In addition to the tap-in-fee, persons obtaining an industrial wastewater discharge permit shall reimburse the city for the actual cost of all testing required to evaluate the industrial effluent.
