A. The airport commission shall have and exercise all the powers granted to cities under the code of Iowa, as amended, except the power to sell the airport. The commission shall annually certify the amount of taxes, within the limitations of the statutes of the state, to be levied for airport purposes, and upon such certification, the city council may include all or a portion of such amount in its budget.
B. All funds derived from taxation or otherwise for airport purposes shall be under the full and absolute control of the commission for the purposes prescribed by law, including the payment of all indebtedness arising from the acquisition and construction of airports and maintenance, operation and extension thereof. Said funds shall be deposited with the city, to the credit of the airport commission and shall be dispersed only upon the written warrants or orders of the airport commission.
