12-1-11: AVAILABILITY OF SERVICE:

The company shall maintain the availability of service throughout the entire city including newly annexed areas, excluding areas designated by the Iowa utilities board to be the exclusive service territory of another electric provider, by extending lines or facilities in a manner consistent with Iowa law.
