9-1-8: CLINGING TO MOVING VEHICLES:

No person traveling upon or operating any bicycle, motorcycle, electric assist bicycle, electric scooter, electric skateboard, or nonmotorized vehicle shall cling to or attach to any other vehicle while the vehicle is moving upon any roadway or bikeway.
