9-1-5: OWNER PRIMA FACIE RESPONSIBLE FOR VIOLATIONS:
If any vehicle is found stopped, standing or parked in any manner in violation of the provisions of this title and the identity of the driver cannot be determined, the owner or person in whose name such vehicle is registered shall be deemed prima facie responsible for such violation. (1978 Code §23-20)
