A. It shall be the duty of the City Manager, or designee, to determine the installation and proper timing and maintenance of traffic control devices, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering investigations of traffic conditions, to plan the operation of traffic on the streets and highways of this City, to cooperate with other City officials in the development of ways and means to improve traffic conditions and to carry out the additional powers and duties imposed by ordinances of this City. In order to carry out the powers and duties of the office, the City manager, or designee, is authorized to:
1. Place and maintain such traffic control devices as the City Manager, or designee, may deem necessary to regulate, warn or guide traffic under the traffic ordinances of this city or the state vehicle code, as amended.
2. Mark traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.
3. Designate crosswalks and safety zones as may be necessary for the protection of pedestrians and maintain the same by appropriate devices, marks or lines upon the roadway.
4. Determine and designate one-way streets or alleys and place and maintain official traffic control devices, giving notice thereof.
5. Establish and maintain stop signs, yield signs and other official traffic control devices to designate through streets, intersections or other roadway junctions at which vehicle traffic on one or more of the roadways must yield or must stop and yield before entering the intersection or junction.
6. Establish gross weight limits on the basis of an engineering and traffic investigation and establish and maintain official traffic control devices on any street or portion thereof to impose those gross weight limits.
7. Establish vehicle size restrictions on the basis of an engineering and traffic investigation and establish and maintain official traffic control devices on any street or portion thereof to impose those vehicle size restrictions.
8. Establish and maintain official traffic control devices within or adjacent to intersections indicating the course to be traveled by vehicles turning at such intersections, and such course to be traveled as so indicated may conform to or be other than as prescribed by law.
9. Determine those intersections at which drivers of vehicles shall not make a right, left or U-turn and indicate the same by establishing and maintaining traffic control devices at those intersections.
10. Prohibit, regulate or limit, on the basis of an engineering and traffic investigation, stopping, standing or parking of vehicles at all times or during specified hours.
11. Prohibit parking on either or both sides of any street adjacent to any school property when such parking would, in the opinion of the city manager, or designee, interfere with traffic or create a hazardous situation.
12. Prohibit parking upon any street if the width of the roadway does not exceed twenty feet (20') or upon one side of a street if the width of the roadway does not exceed thirty feet (30').
13. Prohibit parking within zones of up to one hundred feet (100') in length if vehicle parking within such zone would create an especially hazardous condition or would cause unusual delay to traffic.
14. Establish and designate parking spaces for disabled persons in on street parking areas and off street public parking facilities, as provided by the code of Iowa, as amended.
15. Determine and designate streets upon which angle parking may be permitted.
16. Issue special permits authorizing the backing of a vehicle to the curb for loading or unloading property.
17. Establish or remove parking meter zones upon those streets or parts of streets where it is determined from an engineering and traffic investigation that the installation or removal of parking meters is necessary. The city manager, or designee, may also establish the hours during which parking shall be regulated by parking meter.
18. Establish and designate by signs the location of loading zones and passenger loading zones and state the hours during which regulation of such zones is applicable. (1994 Code; amd. Ord. 97-3765, 1-14-1997)

B. Prior to the installation or removal of any traffic control device or marking as specified herein, the city manager, or designee, shall give written notice of such proposal to the city council. The notice, addressed to the city clerk, shall be given no later than fourteen (14) calendar days prior to the proposed action. Such proposal shall become final if the city council does not modify or rescind the proposed action within fourteen (14) calendar days after receipt by the city clerk.
C. In addition to any responsibilities or duties given to the city manager, or designee, by this title, the city council may, upon its own motion, authorize the installation or removal of any traffic control device or marking. Notice of a decision to take such action shall be provided, in writing, from the city council to the city manager, or designee, no later than fourteen (14) calendar days prior to the intended action.
