The purpose of this article is to ensure safe and adequate access to the public street network by establishing standards to control the location and number of access points, separate and control intersection conflict areas, remove turning vehicles from through travel lanes when appropriate, provide adequate spacing between driveways, and minimize impervious driveway surface in the parkway portion of the public right of way. These standards help to ensure that the city's street network is designed to balance the functions of access to adjoining property, pedestrian circulation, and vehicular traffic circulation.
