In all cases, the ultimate responsibility for compliance with this chapter shall rest with the owner of the property, notwithstanding the participation of any other responsible party. Any violation of this chapter or rules promulgated thereto shall constitute a nuisance and/or an environmental infraction under both state and local laws. In such event, the city may, at its option, elect to carry out any one or all of the following remedies: prosecute environmental infractions under title 1, chapter 4 of this code, deny or revoke any permit under this chapter, abate the nuisance in accordance with title 6, chapter 1 of this code and/or pursue civil remedies in courts of law or equity.
