5-1-3: ISSUANCE OR DENIAL OF LICENSE OR AUTHORIZATION 1 :
All licenses or authorizations shall be issued by the city clerk or designee, and a record thereof kept by the city clerk or designee. The city clerk or designee may refuse to grant a license or authorization in any case based on health, safety and public welfare concerns. (Ord. 10-4402, 8-31-2010)
