No person, owner or responsible party shall do any grading in any areas described below without first having obtained a grading permit from the building official: (1978 Code §8-17)
A. Property on which the natural terrain is at a horizontal to vertical slope of four horizontal to one vertical (4:1) (25 percent) or steeper and having a vertical height exceeding ten feet (10'); or (1978 Code §8-17; amd. Ord. 95-3703, 12-19-1995)
B. Flood hazard areas subject to title 14, chapter 5, article J, "Floodplain Management Standards", of this code; or
C. "Wetlands" as defined in the code of federal regulations (33 CFR 328.3), as amended, and regulated by the U.S. army corps of engineers; or
D. Property traversed by a drainageway as shown in blue on the U.S. geological survey quadrangle maps, 1983, as updated. (1978 Code §8-17)
