5-1-1: LICENSE OR AUTHORIZATION REQUIRED:
It shall be unlawful for any persons to engage in any business for which a license or authorization is required by this title or any other provision of this code without first obtaining a license or authorization and paying the license fee therefor as prescribed for such business by this title or other provisions of this code.
