17-8-2: SCOPE:

This chapter sets forth rules and regulations to control excavation, grading and earthwork construction, including fills and embankments, establishes the administrative procedure for issuance of permits and provides for approval of plans and specifications and inspection of grading. (1978 Code §8-17)
