(a) Prohibited Substances. No user shall introduce or cause to be introduced into the sewage collection and disposal system any pollutant or wastewater which causes pass through or interference. These prohibitions apply to all users of the sewage collection and disposal system whether or not they are subject to categorical pretreatment standards or any other Federal, State, or local pretreatment standards or requirements. Furthermore, no user may contribute the following substances to the sewage collection and disposal system:
(1) Pollutants which create a fire or explosive hazard in the sewage collection and disposal system, including, but not limited to, waste-streams with a closed-cup flashpoint of less than 140° Fahrenheit (60° Centigrade) using the test methods specified in 40 CFR 261.21.
(2) Any wastewater having a pH less than 6.5 s.u. or greater than 9.0 s.u., or otherwise causing corrosive structural damage to the POTW or equipment, or endangering City personnel.
(3) Solid or viscous substances which may cause obstruction to the flow in a sewer or other interference with the operation of the wastewater treatment facilities, such as, but not limited to, fat, grease, garbage with particles greater than one-half inch in any dimension, animal guts or tissues, paunch manure, bones, hair hides or fleshings, entrails, whole blood, feathers, ashes, cinders, sand, spent lime, stone or marble dust, metal, glass, straw, shavings, grass clippings, rags, spent grains, spent hops, wastepaper, wood, plastics, gas, tar, asphalt residues, residues from refining or processing of fuel or lubricating oil, mid or glass grinding or polishing waste, petroleum oil, non-biodegradable oil, or products or mineral oil in amounts that will cause interference or pass through;
(4) Any wastewater containing pollutants, including oxygen-demanding pollutants (BOD, etc.), released in a discharge at a flow rate and/or pollutant concentration which, either singly or by interaction with other pollutants, will cause interference with either the POTW or any wastewater treatment or sludge process, or which will constitute a hazard to humans or animals.
(5) Any wastewater having a temperature greater than 104° Fahrenheit or 40° Centigrade, or which will inhibit biological activity in the treatment plant resulting in interference, but in no case wastewater which causes the temperature at the introduction into the treatment plant to exceed 104° Fahrenheit (40° Centigrade).
(6) Petroleum oil, nonbiodegradable cutting oil or products of mineral oil origin, in amounts that will cause interference or pass through.
(7) Any pollutants which result in the presence of toxic gases, vapors, or fumes within the sewage collection and disposal system in a quantity that may cause acute worker health and safety problems.
(8) Reserved.
(9) Any noxious or malodorous liquids, gases, solids or other wastewater which, either singly or by interaction with other wastes, are sufficient to create a public nuisance or a hazard to life, or to prevent entry in the sewer for maintenance and repair.
(10) Any wastewater which imparts color which cannot be removed by the treatment process, such as, but not limited to, dye wastes and vegetable tanning solutions, which consequently imparts color to the treatment plant's effluent, thereby violating the IRUA's NPDES permit. Color (in combination with turbidity) shall not cause the treatment plant effluent to reduce the depth of the compensation point for photosynthetic activity by more than ten percent from the seasonably established norm for aquatic life.
(11) Any wastewater containing any radioactive wastes or isotopes, except as specifically approved by the City Manager, on behalf of IRUA, in compliance with applicable State or Federal regulations.
(12) Storm water, surface water, groundwater, artesian well water, roof runoff, subsurface drainage, swimming pool drainage, condensate, deionized water, noncontact cooling water and unpolluted industrial wastewater, unless specifically authorized by the City, on behalf of IRUA. Such discharges shall not in any case violate any applicable pretreatment standards (i.e., local limits).
(13) Any sludges, screenings or other residues from the pretreatment of industrial wastes.
(14) Any medical wastes, except as specifically authorized by the City Manager, on behalf of IRUA, in a wastewater discharge permit. Such discharges shall not in any case violate any applicable pretreatment standards (i.e., local limits).
(15) Any wastewater causing the treatment plant's effluent to fail a toxicity test.
(16) Any wastes containing detergents, surface active agents, or other substances which may cause excessive foaming in the sewage collection and disposal system.
(17) Any discharge of fats, oils, or greases of animal, vegetable or petroleum origin is limited to 100 mg/l.
(b) Wastes prohibited by this section shall not be processed or stored in such a manner that they could be discharged to the sewage collection and disposal system. All floor drains located in process or materials storage areas must discharge to the industrial user's pretreatment facility before connecting with the sewage collection and disposal system.
