(a) The owner (or developer) of lands in the City proposed for development (whether by site condominium, subdivision, land division or otherwise) for which land use approval is received after the effective date of this sewer connection and rate ordinance, shall work with the municipality regarding connection to the collection system.
(b) If the owner of premises located within the City and served by an available public sanitary sewer system legally divides the premises, the owner shall be required to extend the sewage collection and disposal system such that all resulting divisions of the parent parcel are served by an available public sanitary sewer system.
