(a) Nuisance. No person shall create a nuisance by way of noise, odor or otherwise in the keeping of any cat.
(b) Impounding. Any public safety or animal control officer is authorized to impound any cat found running at large in the City and deliver the cat to the Ionia County Animal Shelter.
