Article IV entitled Financial Procedures of the Charter of the City of Ionia requires the City Manager to prepare and submit to the City Council a Capital Improvement Plan for the City. Based on the City Charter the Planning Commission is hereby exempt from the requirements contained in the Michigan Planning Enabling Act, Public Act 33 of 2008, as amended, regarding the preparation of a Capital Improvement Plan. The Planning Commission may recommend to the City Manager and/or the City Council programs for public structures and improvements and for the financing thereof.
