In the case of vehicular accidents in excess of the legal limits for alcohol, and upon conviction of the alcohol related offense, all associated costs of the Department of Public Safety shall be billed to the party involved. In such cases, if the party does not pay the associated costs, they shall be forwarded to the court having jurisdiction for restitution as part of any legal settlement.
