1612.01 DEFINITIONS.
   As used in this chapter, the following words and terms shall have the meanings given to them herein:
   (a)   "Costs" shall mean the actual costs incurred by the Department of Public Safety in responding to a fire incident. Costs shall include, but not be limited to: firefighter time; foam application; hourly costs for fire response vehicles; hourly costs for ancillary firefighting equipment; and administrative charges such as FICA, pension, unemployment, and workmen's compensation.
   (b)   "Effective firefighting force" shall mean the number of personnel required under the adopted Standards of Cover for the Department of Public Safety.
   (c)   "Fire department" shall mean the Ionia Department of Public Safety
   (d)   "Fire response" shall mean any call for service that requires response of fire fighting units of the Department of Public Safety.
   (e)   "Rescue" shall mean any call requiring response of the Incident Response Unit and Jaws of Life Equipment.
   (f)   "Standard of cover" shall mean the adopted protocol and response strategy based on a comprehensive risk assessment done by and for the Department of Public Safety.
   (g)   "Total reflex time" shall mean the time computation beginning with the initial call for service to the time of arrival of fire units.
