No Certificate of Occupancy shall be issued for any condominium unit until the following provisions are complied with:
(a) The Community Development Director has determined that substantial completion has been made of the building in which the condominium unit is located.
(b) The Community Development Director has received confirmation from the City Engineer and those having authority over public or private utilities that the water mains, storm sewers, sanitary sewers, roads or streets, gas, electricity and other utilities serving the building in which the unit is located have been constructed in compliance with the City of Ionia ordinances and regulations or State statutes. This subsection shall not be construed as requiring the dedication of such streets or roads to the City of Ionia.
