1252.03 REQUIRED CONDITIONS.
   The following conditions shall apply to all multiple-family residential uses permitted in the RM District.
   (a)   All dwelling units shall be presented and occupied as condominium dwelling units and shall be subject to all the applicable requirements of Act 59 of the Public Acts of 1978, as amended.
   (b)   No more than four multiple-dwelling units shall be provided in one building.
   (c)   All dwelling units shall be provided with one completely enclosed garage attached to the dwelling unit with direct access to the dwelling unit, or with covered parking structures located within the designated off-street parking areas of the use.
   (d)   All off-street parking shall be located at least twenty feet from any dwelling unit with exposed living areas and eight feet from all other walls of a dwelling unit. For the purpose of this requirement, exposed living areas shall mean any dwelling unit with openings, i.e., windows, doors, walls, etc., facing off-street parking areas.
   (e)   One common (community) service building may be provided as part of a development plan which may consist of a dining room, kitchen, recreational room and a lounge. A workshop may also be permitted, provided that all such areas are solely for use by the residents of the development, their relatives and a resident's friends. Adequate off-street parking shall be provided for the community building over and above that required for a multiple dwelling unit.
   (f)   The construction of all dwelling units and any related accessory buildings or structures located on the grounds contained within the area set forth in the master deed shall comply with all applicable codes and ordinances of the City of Ionia and the State of Michigan governing condominium housing.
   (g)   A site plan prepared in accordance with the requirements set forth in this Zoning Code for site plans shall be fully prepared for review by the Planning Commission. The Planning Commission, in reviewing the site plan, shall find:
      (1)   All site plan review requirements of this Zoning Code are met.
      (2)   Building exterior facade wall drawings, drawn to a scale of one-eighth or one-fourth inch equals one foot, detailing the appearance of the building(s) and identifying the types of exterior building wall materials to be used.
      (3)   Detailed building floor plans showing the layout of all buildings and including critical dimensions. Floor plans shall be prepared at a scale of one-eighth or one-fourth inch equals one foot.
      (4)   A landscape planting plan showing the location, size and type of plantings proposed for the site.
      (5)   That a proper relationship exists between local streets and any proposed service roads, driveways and parking areas to encourage pedestrian and motor vehicle traffic safety.
      (6)   All the development features, including the principal building or buildings and any accessory building or buildings, or uses, open spaces, and any service roads, driveways and parking areas, are so located and related to minimize the possibility of any adverse effects upon adjacent property, such as, but not limited to, channeling excessive traffic onto local residential streets, lack of adequate screening or buffering of parking or service areas, or building groupings and circulation routes located as to interface with police or fire equipment access.
