1226.01 TENTATIVE APPROVAL PROCEDURE.
   (a)   A preliminary plat shall be referred to the Planning Commission, which shall consider it and make a recommendation to the City Council. Such consideration and recommendation shall take place following a public hearing by the Planning Commission on the preliminary plat. For such hearing, notice shall be given in accordance with Section 1240.07 of the Codified Ordinances of Ionia.
   The Planning Commission shall recommend approval, approval with conditions, or disapproval of a plat within sixty-three (63) days after the proposed plat is submitted to the Planning Commission. If applicable standards under the State of Michigan Land Division Act, PA 288 of 1967 and the requirements of the Subdivision Regulations contained in Title Four - Subdivision Regulations of the Codified Ordinances of Ionia are met, the Planning Commission shall recommend approval of the plat.
   If the Planning Commission fails to act within the required period, the plat shall be considered to have been recommended for approval, and a certificate to that effect shall be issued by the Planning Commission upon request of the proprietor. The proprietor may waive this requirement and consent to an extension of the sixty-three (63) day period. The basis for any recommendation of disapproval of a proposed plat shall be stated upon the records of the Planning Commission.
   The preliminary plat, together with the meeting minutes showing the action of the Planning Commission thereon, shall be referred to the City Council for review and action.

   (b)    The City Council shall approve or disapprove the preliminary plat not later than thirty (30) days after the date of preliminary plat by the Planning Commission. A resolution approving a plat shall state: the nature and character of the improvements that will be required to be made by the Proprietor; the periods of time within which the respective improvements must be completed; and any conditions relating thereto. If the preliminary plat is not approved, the City Council shall set forth in writing its reasons for rejection and provide a copy to the Proprietor.
   (c)   Tentative approval under this section shall confer upon the Proprietor, for a period of one year, approval of lot sizes, lot orientation and street layout. The duration of such tentative approval may be extended by the City Council.
