No person shall loiter or remain upon any public park or playground between the hours of 10:00 p.m. and 7:00 a.m., provided, however, that this section shall not apply to employees of the City of Ionia in the course of their duties or to activities being held under the auspices of the Recreation Department. The City Manager is hereby empowered to waive this section when such action will serve the public benefit and welfare.
