No sound amplification equipment may be used in any City park without the prior permission of the City Manager. Permission shall be granted in the reasonable discretion of the City Manager, based on whether such sound amplification will be likely to interfere with residents in the area of the park or with the ordinary use of the park by the public. The City Manager, in granting permission, may attach such conditions as it deems necessary, including, but not limited to, the specific location of the equipment, the time of use, and the maximum noise level at which such sound amplification equipment may be operated.
