It shall be unlawful for the owner or occupant of a commercial establishment to accumulate refuse on the premises of such establishment or to dispose of refuse other than through the services of a licensed hauler authorized pursuant to Section 1060.07 of this chapter. Should food materials be disposed of through sink grinding systems, the amounts may not exceed limits established in Chapter 1042.
