The Obsolete Property Rehabilitation District (the "OPRD") shall cover the property that is contained within the borders of the Downtown Development Authority. The OPRD has obsolete property in the area characterized by obsolete commercial property or commercial housing property as defined by the State of Michigan and its agencies in an addendum published supplemental to Act 146 of the Public Acts of 2000, that is incorporated herein by reference as if fully set out in these Codified Ordinances.
