The following persons are exempted from this chapter: those engaged in selling goods or merchandise manufactured by the individual and offering the same for sale; those engaged in selling vegetables, fruits or perishable farm products at any established farmers market; those operating refreshment stands or booths on or adjacent to the property owned or occupied by them; those engaged in exhibiting and selling merchandise on the grounds of the Ionia Free Fair, who are subject to the control and authority of the Ionia Free Fair Board; and any person under eighteen years of age, when engaged in the business of being a transient merchant, while traveling on foot in the neighborhood of his or her residence under direct supervision of any school or recognized non-profit, charitable or religious organization. The City Council reserves the right to waive fees for any special event with approval by a majority vote of the City Council.
