On receipt of the application by the City Clerk, copies of such application shall be forwarded to the chief law enforcement and health officers for the City of Ionia, the State Fire Marshal and such other appropriate public officials as the Clerk deems necessary. Such officers and officials shall review and investigate matters relevant to the application and, within twenty days of receipt thereof, shall report their findings and recommendations to the City Council.
