This chapter shall be enforced by the Public Safety Department which, upon the institution of any criminal prosecution for violation of this chapter, shall immediately notify the Council of such action. In addition to, or in lieu of, any criminal prosecution for enforcement of this chapter, the Council may, in its sole discretion, institute legal action before any court of competent jurisdiction to abate a violation hereof or to otherwise enforce the provisions of this chapter as it may deem necessary and proper in the interest of the public health, safety, welfare and morals.
